I believe you mean anthropomorphizing.

While they are mostly interchangeable, most literary people use the term of personification for asserting intangible human characteristics [sentience/thought/consciousness/behavior] to nonhuman objects or beings. Anthropomorphizing tends to be used to ascribe physical qualities to a particular nonhuman. Like say Mickey Mouse would be anthropomorphic object, but the sun being happy with Mickey at the beach would be personification of the sun. It hasn't been given physical attributes of a human.

But back to the typhoon, if it took human shape and was like, "Sup, fuckers?" and then proceeded to smash shit in the Philippines, then yes, that would be anthropomorphic.
