Stalin is probably the worst imo. I'd also like to add Josef Mengele and others like him. Granted, they killed fewer, but I think dissecting someone while they are still alive makes you just as evil if not more so than someone ordering a bunch of people shot.

Oh, Hussein's sons were absolute sociopaths. But Hussein was a bully. He had power and he wanted to keep it. Beyond a few examples here and there is goal was not murder or joy, it was repression. That right there is why he was no threat to the U.S. Bullies don't start shit with people bigger than they are.

Here's where it gets complicated. Yeah Stalin had tons of people starved, jailed and killed, but he had other people do it for him. Dr. Mengele killed far, far fewer, but did it with his own hands in unthinkably inhuman ways.

I'm with tooker on this. I think as bad as Hitler and Stalin and fine Saddam were, there were political motivations. They weren't in it for the killing. They were in it for power and money, etc. Guys like Mengele were in it for the killing, period.

I think you can put him on that level with Stalin. Take millions dead by cold firing squads vs. hundreds dead by godless inhumanity. Had Dr. Mengele been the ruler of a sovereign nation, I'm sure his numbers would have been astronomically higher.

Think of it in art terms. Its the guy who makes the greatest paintings that we regard to the highest standards, not the guy who makes the most paintings. Now take that and make it bad and you'll get my point.
