I've heard some people put Karl Marx at the top of that list, but I cannot, as most of the atrocities committed in the name of communism were done under a militaristic, socialist perversion of his communist ideal.

Don't forget about some of the Roman emperors ... Caligula and Nero were pretty nasty. Jack the Ripper hasn't been mentioned. I'd definitely have to go with Adolph at numero uno though.
