My guess is the magic 5%.
I have only seen people leave due to unemployment. The crime pollution and transportation have all been less than 5 %.

Crime, pollution, unemployment should be less than 5& while transportation needs to be 95%.

The site isn't much help. These are personal observations. It's great to add citizens but we have to take care of them.

I know, I couldn't find much info on the site either. I did see that city rankings (the 1200 and some that are ahead of us) are ranked almost totally on population. So, a few of you should keep the percentages above 95 and below 5, while the majority increase population.
