at moment, they take from 100 maybe 2-3.. so, they can look for the best ones. a lot russians want to go there cos they get payed better then in russian army. so, why should they take any criminal when they can get well trained soldiers?
your other question, the ffl is a independent part of the frensh army, and no 1 stomps on them
