I think the reasoning is because the "a" (being a vowel itself) can begin to blend with the new word (that also begins with a vowel). Using "an" (which has a consanant ending) lets the listener know that a new word is beginning.

depends on the word. you wouldnt say "he is an herion addict". but you would say "oregano is an herb".

and its only because the "h" is silent
