photoshop is pretty much what ya need, also the font u put on last after you have resized it to 100 x 250

iam sure there are people who could teach u

actually, the sizes are 100x270


and im so glad you said put the font on AFTER you resize. omg and please for the love of god people, crop and THEN resize. so not resize to fit the picture all into the 100x270. i hate warped looking avys with warped fonts :P
