Hrm. I don't remember this guy asking for an avy.

So I made this sweet avy and it won't fit.
It's the right size. It's lower than 100 x 270 even.

Someone make it be able to fit.

It's very simple. Brush technique. Specifically "glitter brushes or sparkle brushes". You can find them on deviantart or many free graphic sites. But it's just a matter of finding the right brush/sparkle that works well with your design.

thanks, I was thinking you were using the lens flare render but after thinking about it, I remember seeing some brushes like what you were using.

I may look some of those up and play around with them.
