is there any way to boot a computer that fails to boot normally and fails to boot safe mode?
i dont want to spend 3 days reconfiguring it

can try to put your windows disk in and do a install in place. it will just write over your windows files and leave your others alone. can give that a try.

how would you go about this without removing the partition/formatting the disk?

Set your BIOS to boot to CD, put in your OS's CD, select the Repair option, this may fix your issue. You want to uncheck the "automatically restart" in the Startup Recovery from System Properties via Control Panel, we do this for all the W2K and XP workstations we set up for the state.

Well Windows has a recovery feature if left on it can reverse the effects most times before the incident occured, also what happened before you couldn't boot any ideas what triggered it. Another thing it could be is a virus in the boot sector of your drive nasty little things. I would get program to scan for that too, also you BIOS might have that option too but depending how updated it is and how it works it might cause more damage then good to turn it on right now.
