Actually both GTA and Gears delivered on their promises. Gears of War 2 is a great game, solid gameplay, an acceptable story.

Yeah, definitely big changes there. If anything those games follow the same traits you just claimed GTA and GoW does, more eye candy and small addons.
Seriously, if you are going to try and call them revolutionary titles, you should go play Ico, Shadow of the Colussus, No More Heroes, Rez, or plenty of others...
