Do you mean that it would be a good feature to have in the future, or that it has already been created and should be popping up when a user logs in the first time.
I agree that it would be a nice to have but not a need to have. If you took a look at how long those windows were open I bet it would be pretty short, after all, we came here to see naked girls, not read useless pop-ups
What I'm trying to say is, don't spend a lot of time on documentation, hit the major changes and move on. The rest will take care of itself through discovery and community support.
The maintenance pop-ups would be a higher priority since they'd announce downtimes, and can be coded once and implemented many times (with appropriate modifications to a resource file).
By the way, previously in this thread I said that I have a number of years in IT. I just want to say that this suggestion is in direct opposition to what my company does. We doc as much as we can, localize the content into many languages, and then maintain it. We take feedback from customers to improve the docs, and welcome when errors are pointed out. My suggestion of "hit the highlights and move on" is more a result of knowing that users don't read docs. For people who are not being paid to do something you should not feel compelled to go into a lot of detail.
