Steamworks is an umbrella name for their transactional system. There are no dedicated game servers. The system sets up the online game, but then the game is played via P2P. It hands off the server side to the clients. It is far less intensive for a system to run a stat and matchmaking system than to actually run the dedicated server. We are talking about RAM and CPU overhead, it just isn't feasible for a free service.

Only Steam and PSN do that. Xbox runs all the dedicated game servers for their network. Steam does not. Sony does not. I think you need to reread my previous post.
