League Rules and Regulations 1.1
Masturbate-A-Thons shall be organized and managed by this set of rules and regulations:
18 (eighteen) years of age minimum to attend or assist the organization or set-up of any such organization.
I. Area requirements
1. Building and areas used must be legal for fire codes and occupancy.
2. Safer sex rules shall be visible from any part of the room.
3. Safer sex materials shall consist of:
a. Lubricant designed for sexual contact.
b. Both Latex and Nitrile gloves.
c. Antibacterial Wipes.
d. Paper towels.
e. Condoms
4. Masturbation areas should have padded surfaces and clean sheets available.
5. There shall be clean toilets, sinks and hot/cold running water available for participants.
Staff
I . Cleaning personnel
A. All soiled materials collected shall be removed by qualified cleaning personnel wearing at the least: shoes, clean examination gloves and Jock Strap or Garter Belt.
II. Monitors
A. Monitors shall be nude or near nude so as to not disrupt the ambiance of the masturbation area.
a. Monitors shall be responsible for maintaining a watch over both competitors and non-competing individuals. This is to guarantee that pledged and competitive times are precise to the minute.
b. Monitors shall carry a clipboard with their assigned masturbators and shall keep notes on time out and time in and consistency of self pleasuring.
c. Monitors shall be trained in human sexuality in both a didactic and experiential manner so as to familiarize themselves with states of arousal and necessary assistance to people engaged in sexual behavior. Currently the Masturbate-A-Thon accepts 5 years of personal experience in the adult film industry, advanced degrees in human sexuality, advanced HAI supervisors and Body Electric Trainings as sufficient for this purpose. Other trainings may be approved on a case by case basis by application to CSC.
All soiled materials shall be removed for sanitary washing or delivered to sanitary landfill.
II. To Qualify as a Masturbate-A Thon
1. All participants must have a completed pledge sheet with a designated charity or charity.
2. Participants may pledge themselves.
3. In the competition area all participants must be masturbating.
4. Genitals must be showing.
5. Participants are to provide an approved pledge sheet as entry to a competition.
6. As this is a benefit no participant shall be paid to compete. In the event that such remuneration happens the Name "Masturbate-A-Thon" shall be denied use and struck from records.
7. All monies raised at the event shall be sent to sex positive charities and organizations.
III. Competition rules:
1. No touching other participants.
2. At least 55 minutes of every hour shall be spent self-pleasuring by manual or sex toy stimulation. Participant shall have 5 minutes off of each hour to replenish and renew. Off minutes may not be accumulated. Off Minutes do not count toward total.
3. Participants may continuously stimulate any part of their body as long as they are demonstrating true arousal to such stimulation.
3. NO FAKING ORGASM. Do not waste our time. If you have an orgasm we are happy for you but this is not our goal. The first detected faked orgasm shall be reason for a 15 minute penalty against accumulated time. The second detected fake orgasm shall be a thirty minute fine against accumulated time and the third will disqualify the offender from further competition at that event.
IV. Teams

Teams shall consist of a minimum of 3 persons.
Tag Teams shall consist of a maximum of 5 persons and a minimum of 4 persons. Tag teams are allowable only if there is another tag team to compete. The touching rule (III.1.) shall be suspended for one (each) touch to a team participant calling for such tag. Tag will be brief but obvious in nature. The callers hand shall be used for the purposes of a such tag.
World Title event will be held in San Francisco California on the Last Saturday of May each year.
National Title Shall be held in the city of the winning person dependant on legality and possibility of such an event. In the event of unavailability such event shall be held in San Francisco, California concurrent with the World Title event.
Regional Title – The United States is divided into four sections Northwest, Southwest, Northeast, and the *Bible States.
Local Title – As arranged with MAT Central
Records management. Records shall be maintained by The Center for Sex and Culture (CSC). No other authority shall be acknowledged.
Privacy. All records are held under academic lock in the library of CSC.
*No event shall be currently licensed allowed or acknowledged in the Bible States of Tennessee, Texas, Alabama, Mississippi, (aka The New South) until each New South State reaffirms that the Constitution of The United States is the full and only Law which rules it’s citizens. They must be made to remember that our lawmakers put their hands on their bible and swore to uphold the Constitution, not the other way around.
