Well put the dvd of widows 7 in the dvd player.
Boot up the system and go to bios!
Declare there as first source of booting device the dvd.
Save and restart.
Now let the windows boot from the dvd.
Ask a fresh install of windows!
Thats all.

(Before you do all this would be nice idea to boot from a light version of linux system and backup your precious files if there are any!)

If you cant do anything else I'd suggest what vagelism says, but first try reinstalling win7 from dvd once more after carefully cleaning it.

Then download and create a linux boot disk such as ubuntu (using another machine) http://www.ubuntu.com/download/ubuntu/download, and try running from the DVD, if that works it will prove your hardware is ok, and let you copy off any files you want.

if all that works then follow vagelisms instructions for installing win7 from scratch.
