.AVI and .MOV editing - Brightness/Contrast etc?

Hi guys. I had a quick look through the threads but couldn't find anything to answer this question. Is there a free or cheap video editor that will let me adjust brightness, contrast, colour balance, etc on a movie and also allow me to save the edit?
I've tried Windows Movie Maker but it doesn't seen to do the job
