EL makes some very good points, and if the server software uses a group model for restriction (such as sponsors, crew, etc) it seems it shouldn't be too hard to have user-managed groups that could then be afforded access on a per-thread level. And as long as non-group-members didn't see the threads they couldn't access (or at least who posted them), then the posters shouldn't get flooded with unwanted PMs trying to get in.

Here's a thought, what about giving the creator of the thread an option to delete the comments that they do not like. I know that on Facebook I can delete items from my wall. The person will not be able to block anyone so nobody is offeneded but the creator of the thread can go in and clean it up and subltly set the tone and direction of their thread by editing others comments
Why not have the private messenger only available for sponsor members? That will certainly keep out random douches who sign up for membership simply to stalk and perv, though it won't keep out the stalking/perving sponsors, mods, and crew! It would be another benefit for paid-membership since no one liked the idea of free WBW t-shirts for sponsor members....(whine)

The e-mail and forum is enought interaction. I still think my previous idea is good allowing people to edit their own threads. Nice and simple. and the person who's comment is deleted won't even know if the user did it or if it was a mod who did it. Most likely the offender won't even know their, "Gee I'd like to....... your......... " got deleted.
