Question about tagging

Hello,

I was just wondering how I actually tag pictures vs. just tag them with "my tags"? For example if I tag a pic, I will only be able to see the tags when I am logged on to my account. How is it possible to tag a pic with "official" tags which will show up on tag search?

Become a tagger. Otherwise it takes ten people to add one tag.

And what do you mean it takes 10 people? As in if 10 people use the same tag in "my tags" for the same pic it will become an "official" tag?
