Not able to message member

Hi,

I'm trying to message a user but I get this message:

"Only active members can start new chats."

Is there any reason for that?

do i need to do anything to be able to send messages?

Account must at least be 7 days old. and there are some other requirements like posting/commenting/voting minimum.
