I disagree that its shopped. Which filter/technique is it. If its an easy applied effect, lets see someone step up and reproduce it.

if you look at the bigger pic you can see that the artest has his name on some of thim that was not done in photoshop

I dont think it is PS, but could be similarly reproduced
