The 13 in gang related terms is the Mexican Mafia. It's often confused with MS13 and Sur13 and a shitload of other gangs with 13 on the end. The only reason those gangs have the 13 at the end is because they are loyal, pay taxes to and follow orders from the Mexican Mafia in return for prison protection, drug connections, etc. M is the 13th letter of the alphabet.
