That pretty much depends on the reason for consuming them. One consumes lettuce and celery for the nutrients they contain. Nutrients that are essental for health. Weed is consumed for the mind altering effects of the THC it contains. So, in my opinion, that makes lettuce and celery food, and weed a drug.
