It isnt a Rolls its a Bentley different grill and bonnet, It isnt running Rolls/Bentley running gear either the wheels are incorrect size look to be 14 inch rims whereas RR/Bentleys were a lot bigger.

Rolls Royces that are not registerable are actually quite cheap as they are very expensive to maintain and if they are allowed to get behind in maintainance they quickly depreciate. A Brake overhaul costs around 10,000 dollars
