If I were to make a suggestion I would suggest New Orleans. Can't go wrong there and chances are no one will end up in the slammer.

can i suggest perhaps 5 central meeting points. atlanta in the south , philly in the ne, chicago in the central n. dallas in the central s. vegas in the west more may have to be added

I think vegas is the best choice. The flights to vegas are usually cheaper for most people to fly there with the deals they can get. If we knew exactly how many people were flying and from where, we might be able to get a good deal from an airline or travel agency.

During Mardi Gras, if you get locked up, you're stuck in jail until the festival is OVER! That could be days or weeks depending on when you get arrested.
