can any1 tell me if and how you can upgrade your phone line so you can get better broadband speeds

Call your cable company for cable broadband, or your phone company for DSL broadband.

Yeah, I had this problem. In my current place the cable lines are ancient, and the houses are wired badly. The person from the cable company basically told me that unless the whole neighbourhood gets re-wired, there's no point getting cable internet.

Luckily the phone lines are good enough and my DSL is just fine.
