What are some good car scanner(Code Readers) under $200.00?

Can't decide who makes a decent one. Neighbor has the CarMD. I think that is a pos and you can't even clear the light with it.
Needs to be able to read Honda 03. ABS would be a plus but readiness and pending code read and live engine diagnostics is nice.

I think my brother just got his from the Snap on Tools guy, no idea what it can or can't do...

Or what kind of price tag it had, but I'm assuming it was probably over 200 bucks...
