What's the simplest way to share WBW content with another WBW user? Chat strips out URLs, and there doesn't seem to be a way to go to an image by number.

You could try sharing just the URL text that comes after the main website address part - both parties know what website the content is from, so you just tag the text onto the end of the main website address.
So I could share "/forums/general/feedback/sharing-content-internally-172832" and when you tag it onto the "whatboyswant dot com" part, it would bring you here.
