The preexisting crew and adimn make the decision. When it is time for a new moderator, one of the members who has been a good member to the site, and is felt to be an asset to WBW will be asked.

However, just cause a person is a good member, doesn't mean they will be concidered for a moderator position. There are numerous characteristics that are looked for, and not all members display them.
