Why can’t you ban them from posting? I feel that if you’re a serial offender you should be banned.

Everyone has their share of rejected uploads for different reasons. Some users tend to upload way more pro stuff, other tend to have altered/mirrored stuff (like here) or some just have a mix of different things. At the end of the day, they're all uploading stuff and it's not like all their uploaded are against the rules, they still have plenty of legit uploads.
