Sony Digicams have a feature called "Super Nightshot", which removes the IR filtering from the CCD, allowing it to "see" into the IR spectrum (most of the cameras also have an IR diode on the front for working at night). In early incarnations, Nightshot could be used in full light situations as well as in darkness, resulting in the "X-ray vision" effect in these photos. The feature gained international notoriety when the Malaysian government threatened to ban imports of the cameras unless the feature was removed or disabled, because they were "a threat to public decency". IIRC, Sony's response was to disable the feauture automatically above certain lighting levels.
The "X-Ray" effect was especially effective when the subject was wearing white and was very brightly-lit.
