I had the pleasure of running into a couple of photography sessions while I was in Brighton. One was a pro thing out on some rocks with bikini models, the other was some amateur taking pics of his girlfriend naked in public (albeit mostly hidden down the side of those huts they have on the beach. So it does happen outside of Eastern Europe, you just have to keep an eye out
