The thing is that anyone can have their picture taken in public and they don't have to have permission to use them. So these girls know that they could have their picture taken. Everyone knows that this happens. Plus the US people are tight asses and nudity is taboo so we hide and we're "pervs" and other countries embrace the beauty of women as we should do in the US.
