I'd found out about it recently. I use Google for mail and calendar stuff, and I just noticed a link at the top that says "Photos". I figured this sort of thing would not be allowed technically, but reading the TOS it only makes one vague reference to only posting things that are "proper"; but the context is saying they may pre-screen but have no obligation to do so. Everything else is just stuff saying they're not liable if you're offended by what you see in Picasa.
