That seems a little presumptuous. I would believe more that they use it as a greeting than as a discreet way of saying " i want to be american". Don't assume that every asian wants to be in america, my friend from taiwan wants to visit but would never want to stay.

the "v for victory sign" has many other meanings. in some places it's the equivialnt of the middle finger.
