From the design of the street/sidewalks and lettering on the buildings I'm inclined to say that she's in Europe.

Which means that that Smirnoff she's holding, by your scale means that she's as young as 16 (legally, from what i remember) but hell, even 14 year olds can get pints easily in England.

Further more, In the US, you can't carry alcohol around in public places, that's why people wrap the bottles in brown bags when drinking in non-private establishments. So that proves nothing even if she is in the US since she's breaking one law already.

The pic of the girl and her presumed mother and brother is taken in Denmark at the house of the famous Danish writer H.C. Andersen.. vacation in Denmark perhaps? And the legal age to buy alcohol in Denmark is 15.. so there you have it!
