Also, if you watch the commentary included with the US DVD they mention that Thora Birch she was only 17 when she had her breast exposing scene. I doubt they'd not use an of-age Mena if they were going to use an underaged Thora Birch.

yeah, but the thing about birch was that the producers asked her parents to sign a waiver, releasing them from all legal ramifications, yes she was underage when she filmed the scene, but when the movie was released she was of age. there are loopholes around the laws of exposure
