Most of Betty's pictures were taken by what were called "amature photo clubs". Basically, a bunch of guys all put in five or ten dollars apiece (in the 50's this was a good bit of money) and either hired a model like Betty or paid someone like Irving Claw to hire them a model and then they would all just rent a room, shot pictures of the girl, develop them, trade them or sell them. Sort of a 1950's proto-What Boys Want.
So the photo you are looking at could very well have been a special request session that a photographer, from back in the day , paid Page to shave for and this is the only picture to surface from his private collection.
