I'm trying to figure out what this is because it sure isn't a Cord. I don't think it's a Graham, either, despite the slight shark nose effect to the front end. And I don't think it's a GM offering: the styling isn't right for GM. With the sealed beam headlights in the fenders and the turn signal/parking lights, this has the look of a '40 or '41 vehicle (no '42 except for the first handful off the assembly line would have had chrome like that). Guessing it might be a De Soto?
