First of all, it's debatable what category it should go into. She still has a shirt one, so it's not topless. They're not kissing, it's not hardcore porn. It could be considered flashing, or party babes, and possibly sexy babes (although that's usually for non-nude).
Second, I don't know who you're telling to pick the right category. When you upload a pic, you don't select the category- that's a mod.
