Oh that may be a Beach in Europe. Perhaps Italy / Spain or so. Most Beaches there have a nude section. Our Luck But topless you can see on most of all beaches

That looks like a child's blue sand pail in the upper left, so this must've been at a family friendly nude beach somewhere...
